Paris Board of Public Utilities – Paris, TN

(2019-2020) Developed FTTP business plan for Tennessee Comptroller review.  BPU’s FTTP plans are in development.

Murray Electric System – Murray, KY

(2019) Wrote an RFP for the design of a FTTP network to replace MES’ HFC plant and managed the selection of the winning proposal.

Columbus Light & Water – Columbus, MS

(2018-2019) Prepared financial analysis of optimum utilization of CL&W’s fiber assets and negotiated with a third-party provider to lease CL&W’s dark fiber and provide retail services.

Milan Public Utilities  – Milan, TN

(2017-2018) Developed FTTP business plan for Tennessee Comptroller review and guided the deployment of commercial Internet and telephone services, achieving the plan’s goals for customer growth and profitability.

Henderson Municipal Power & Light – Henderson, KY

(2017-2018) Prepared feasibility analysis of expansion of HMP&L’s commercial FTTP network into residential areas of Henderson, KY.

Union City Energy Authority — Union City, TN

(2016-2017) Developed FTTP business plan for Tennessee Comptroller review and guided the deployment of commercial Internet and telephone services, achieving the plan’s goals for customer growth and profitability.

Barbourville Utilities Commission – Barbourville, KY

(2016-2017) Prepared financial analysis of FTTP overbuild of BUC’s HFC plant and presented to BUC Board.  Guided the approved project through deployment planning and the start of construction.

Laketown Township – Holland, MI

(2016) Developed RFQ/RFP for service provider’s to bid on providing fiber services to this rural township.

Franklin Electric Plant Board  – Franklin, KY

(2015-2017) Advised utility during acquisition of start-up FTTP network from the City of Franklin, wrote business plan for expansion of network, and guided the successful deployment of commercial telecom services

Jackson Energy Authority – Jackson, TN

(2001-2009, 2015) Managed planning and deployment of JEA’s $60 M FTTP project, exceeding planned customer goals and achieving profitable operations.  Currently providing JEA on-going support for special projects.

Russellville Electric Plant Board – Russellville, KY

(2009-2019) Developed FTTP Network business plan and guided deployment of triple-play services, achieving plan’s total customer goals within three years.  Currently providing on-going operational support for content negotiations and rate management.

Erwin Utilities – Erwin, TN

(2014) Prepared financial analysis of EU’s proposed FTTP project and presented to its Board, obtaining approval.

Princeton Electric Plant Board – Princeton, KY

(2013) Developed a financial business model and project deployment roadmap for a FTTP network utilizing PEPB’s existing fiber assets.

City of Franklin – Franklin, KY

(2012-2013) Developed feasibility study regarding deployment of residential FTTP services.

Sydfyns Elforsyning – Svendborg, Denmark

(2012) Traveled to Denmark to broker a $600k purchase of used FTTP equipment from the Danish utility Sydfyns Elforsyning for Jackson Energy Authority.

InfoStructure – Humboldt, TN

(2011-2015) Negotiated retransmission consent agreements for this cable operator and secured network transport agreements with client’s programmers to access signals from neighboring cable head end.

Johnson City Plant Board – Johnson City, TN

(2011-2013) Prepared financial analysis of three FTTP business models and negotiated a service provider contract for a third-party provider to lease JCPB’s dark fiber and provide retail services.

Advanced Micro Technologies – Natchez, MS

(2011) Developed feasibility study and network planning for regional FTTP network.

Mayfield Electric & Water – Mayfield, KY

(2011) Prepared a financial analysis of a commercial FTTP deployment for MEW.

Nelson Co. Broadband Authority – Nelson County, VA

(2010-2011) Wrote and administered RFP to service providers for the Authority’s middle-mile and wireless project.  Also developed a management plan for the operation of the Authority’s network.

Utility Support Systems – Atlanta, GA

(2010) Wrote business plans for the roll-out of a national FTTH network among various electric utilities.

Northpower –  Whangerei, New Zealand

(2010) Conducted a management review of Northpower’s pilot FTTP project.  Also participated in the public debate regarding the public utilities’ role in building out fiber under New Zealand’s Ultra-Fast Broadband national initiative, resulting in publication of my support comments in NZ’s national daily newspaper and on-line blogs.

Unison Fibre –  Hastings, New Zealand

(2010) Prepared a market penetration study of several U.S. FTTP deployments in support of Unison’s funding application under the NZ Ultra-Fast Broadband initiative.

Chelan PUD –  Wenatchee, WA

(2010) Prepared an operational expense analysis for this mature FTTP open access network, including recommendations for staffing re-organization.

Tullahoma Utilities Board – Tullahoma, TN

(2009-2010) Developed a direct sales program for TUB and conducted employee sales training.

Weakley County Municipal Elec. System – Martin, TN

(2009) Developed business model for FTTP deployment throughout WCMES’s service territory in Weakley County.

Bolivar Energy Authority – Bolivar, TN

(2009) Developed business model for FTTP deployment throughout BEA’s service territory in Hardeman County.

ICON Broadband Technologies – Canton, GA

(2009) Prepared a staffing model and recommendations for sales, installation, provisioning, and customer support for an ICON client considering commercial launch of Internet and telephone services.
